Transportation Network Companies Legislative Update

The Transportation Network Companies (TNCs) issue continues to gain momentum from many parties.

 Recently, ACIC testified to emphasize the need for TNCs to step up and be the primary insurer for their drivers in a California Department of Insurance’s (CDI) Investigative Hearing. Following the CDI hearing, the California Public Utilities Commission (PUC) issued a request for comment on the TNC regulations it adopted last year. Specifically, the PUC is looking for comments on whether TNCs should be required to provide additional insurance, which includes uninsured/underinsured, collision, and medical payments. The CDI recently recommended that the PUC refine the definition of “when providing TNC services” to cover the “app on, no match” period. The taxis are pushing a bill to require TNCs to carry full commercial coverage on a primary basis (AB 2224). ACIC continues its lobbying efforts on the insurance industry sponsored TNC bill, AB 2293.
